What MDR means in the school record
MDR means Manifestation Determination Review. In an IEP conversation, the practical question is what decision, service, support, or record this term affects for your child.
An MDR is a review held within 10 school days of a decision to change a child's placement because of a code-of-conduct violation. The district, parent, and relevant IEP team members review whether the conduct had a direct and substantial relationship to the disability or was the direct result of failure to implement the IEP. Either finding makes the conduct a manifestation of the disability.
Why it matters
Bring the removal dates, discipline decision, IEP, behavior plan, and implementation records. The team must examine how those records relate to the conduct; a missed IEP provision alone does not establish that it caused the conduct.
